Globaltec Desarrollos e Ingeniería S.A. is a company incorporated in 2007 with headquarters in Madrid (Spain). Since it is dedicated to the consultancy, management, and implementation of turnkey projects it can take part in all stages a project: engineering, implementation, and funding.  

Globaltec’s human team is its main asset. Held in high esteem in the sector, its vastly experienced Board of Directors is composed of highly skilled professionals with proven experience in the contracting, organisation, funding, and implementation of projects in the international market. 

What we do

Globaltec Desarrollos e Ingeniería counts on a team of professionals and experts who are trained to oversee the development of any type of project in all its phases and development areas, including the following:  

  1. Lifecycle project: as an EPC company, we take part in all the phases of the project.
  2. Selecting and contracting the required ‘know-how’ and the most adapted engineering for the project.
  3. Budgeting, planning, and monitoring the implementation (deadlines and investments) of any type of project, from the start to the final delivery of the contracted plant, facility, or unit.
  4. Managing funding for the client by securing the best solutions through public or private entities, preparing all the documents, and following up on their implementation and effective use.
  5. Procuring all the goods and services required according to the main contract, whether by purchasing or subcontracting in compliance with defined quality, deadline, and cost requirements.
  6. Organising and managing logistics of transport and storage, whether in the place of departure or arrival, so that they comply with every obligation relating to delivery deadlines, safety and physical and legal conditions.
  7. Contracting, managing and/or supervising local work, whether civil or industrial, as well as tasks related to the assembly, implementation and training of staff who are required to work on the built unit and maintain all the equipment, always in the mindset of transferring their ‘know-how’.
  8. Assuring compliance with the technical guarantees of quality, respecting deadlines and performance by the engineering team, goods providers, and subcontractors to duly satisfy global guarantees.
  9. Collecting, preparing, and submitting all the documents, whether technical or administrative, which are required according to the contract for the client, financial entities, and authorities, whether in the place of departure or arrival.

Javier Valero Artola

CEO and Chairman of the Board

Born in Pamplona (Spain) in 1951, Javier holds a degree in Law and Economics from the Universidad Complutense de Madrid. He has worked as a State Economist and Trade Expert since 1974. As a senior official in the Spanish government, he was assigned to the General Directorate of Foreign Transactions, Economic and Trade Advisory for the Spanish Embassy in Brasilia, Chief of Staff for the Secretary of State for Trade (in the position of Deputy Director General), and Deputy Director of Trade for Spain’s National Institute of Industry (INI).
He was appointed General Manager and member of the Board of Directors of Compañía Española de Seguros a la Exportación (Spanish Export Insurance Company, “CESCE”), and became the company’s CEO in 1998. While at CESCE, he created the Consorcio de Aseguradores de Crédito de Latinoamérica (Latin American Consortium of Credit Insurers) and the financial data company, INFORMA S.A. He served as chair and board member of several CESCE subsidiaries and chaired the credit committee of the International Credit Insurance and Surety Association (ICISA).
In the private sector, together with Gil y Carvajal, he founded Export Control, the first insurance brokerage specialising in political risk.
He also served as Chairman and CEO of Ibadesa, a subsidiary of Banco Gallego; CEO of Núcleo de Comunicaciones y Control; Director of Duro Felguera; and Director of AON-GyC, Pi Erre Comunicaciones and Alten Energías Renovables. He is currently a member of the Board of Directors of Alten Energías Renovables and Pi Erre Comunicaciones.
He is a founding partner and Chairman of Globaltec Desarrollos e Ingeniería, S.A.

Antonio Luque Ruiz

Vice President

An agronomist born in Córdoba whose extensive involvement in the agro-industrial, engineering and property sectors has led him to his current roles as president and shareholder of many companies in this area. Throughout his professional career, he has founded and served as a member of the Board of Directors of various engineering companies in the agro-industrial and environmental sectors. He has also served as a member of the Board of Directors at the public level, at the municipal company SADECO, owned by Córdoba City Hall, and worked as an environmental consultant for various town and city halls and local municipality groupings in Andalusia.

Jose María Pareja Ciuro

General Manager 

Born in Sevilla, Jose holds a bachelor’s degree in Law with a major in Public Law. He started out in local administration, where he worked in various institutional representation roles for Seville City Hall and the city’s Provincial Council. During those years, Jose also served as a member of the Boards of Directors of many companies and public entities. The remainder of his professional activity has been linked to engineering companies, starting with the Sevillian group Ingeniería y Gestión del Sur, where he worked as legal consultant, HR manager and managing director. Jose then became General Manager of Globaltec in 2007. He has also worked as a secretary/consultant on various Boards of Directors of private companies.

Manuel Valdés Colón de Carvajal

Vice President

An industrial engineer from Getxo, Biscay. Over the last fifty years Manuel has held positions at various public and private companies, focusing on promoting the global export of Spanish goods and services, particularly the promotion, contracting, and implementation of projects with significant technological contributions. He was also the former Director of the Financial Company of Industrial Exports (COFEI) and the National Engineering Company (INITEC), the Managing Director of FOCOEX and the President of BBVA TRADE and Unified Management of Projects (GUP) – both part of the BBVA group. Manuel has also worked as a Postgraduate Professor at the Instituto de Empresa and Escuela de Ingenieros de Caminos.

Natalia Borrego Igartua

CFO

Natalia holds a bachelor’s degree in Economics and a Master’s in Spanish and international taxation and tax law from the Centro de Estudios Garrigues and has 22 years’ professional experience. She is currently a Chief Financial Officer. Previously, she worked at SGEF Société Générale Equipament Finance, Department of Industrial, Medical and IT Equipment Funding in Spain at BBVA, and at CESCE (Spanish Export Credit Company). She has spent most of her career working in finance and risk analysis, particularly in financial operations analysis, risk analysis, financial monitoring and follow-up and international structured funding.

Javier Valero Marín

COO

Economist with a Master’s Degree in International Business Management with more than 16 years of International experience; the versatility of his university career enabled Javier to develop his career in the Financing and Business Development in the infrastructure and Engineering sector. Mr. Javier has increased his experience living in South America and Africa working with the developing markets and clients. Actually, he is the Responsible for relations with private clients, institutional clients and other project beneficiaries, managing the participatory approach to project work and end client satisfaction. His international experience includes projects in Sub-Saharan Africa, Latin America, and Eastern Europe. He is currently the General Director of Operations, coordinating commercial activity and project execution. He is also responsible for relations with private clients, institutional clients, and project beneficiaries.

Manuel Molina

Project Construction Manager

An industrial engineer with 37 years of professional experience, Manuel's technical and financial profile includes extensive experience in project development and implementation across various sectors, including oil, construction (of large-scale infrastructures), agro-business, environment, healthcare, water, and sanitation. He has worked all over the world—in Sub-Saharan Africa, Eurasia, Southeast Asia and the Pacific, the Maghreb and the Middle East, Central and South America—leading multidisciplinary teams and covering areas such as design, the procurement of goods and machinery, exports, construction, commissioning, training and technical support.
